When unloading a 9.0.2.3581 database into version 11.0.1.2250 I get the
following error:

dbunload -c "UID=DBA;PWD=SQL;DBF=d:\sqlany90\database\testdcfusion.db"
c:\temp\unload
SQL Anywhere Unload Utility Version 11.0.1.2250
Connecting and initializing
Error in file unloadold.sql at line 21 with sqlcode -121
***** SQL error: Permission denied: you do not have permission to select
from "SYSUSERPERM"

The same error occurs when unloading using the wizard in sybase central.

If I start the database in version 9 and execute the statement at line 21:

select * from SYS.SYSOPTION o
JOIN SYS.SYSUSERPERM u ON (o.user_id = u.user_id)
where lower("option") = 'tsql_variables'
and user_name = 'PUBLIC'

I get the following result:

user_id,option,setting,user_id,user_name,password,resourceauth,dbaauth,scheduleauth,publishauth,remotedbaauth,user_group,remarks
2,'Tsql_variables','Off',2,'PUBLIC',,'N','N','N','N','N','Y',NULL

No databases are running on the system.

The unload works in version 10.0.0.2465 on the same machine!

Machine:

Microsoft Windows Server 2003 Standard Edition Service Pack 2
AMD Athlon(tm) 64 Processor 3000+ 1.79 GHz, 1,93 Gb

What is wrong?
