Hi,
If a computer functioning as a server has Windows
Vista-64bit and client machines have Windows XP, what
version of SQL Anywhere do I need to get? Is it ok for a
server to be on a different operating system from the rest
of the computers? Will i still connect to the databse?

Thanks
Aron

Yes. See the following Help section:

SQL Anywhere Server - Programming » Deploying SQL Anywhere » Deploying
databases and applications » Deploying client applications
