Hi All,
I looked at Resource Governor but still will not help in our case , I
need a solution to control /limit the number of applications and users/
connection in database and set a priority for the jobs running. Any
solution maybe a third freeware softwares beetwen clients and ASE which
can managed the connection pool? (something close with what ASE cluster
is using maybe)

Have you look into "login triggers" as a possibility?
