Last year, while migrating to ASE 1503 ESD#1 on AIX, we were
hit by the error 249 and the below case:

http://search.sybase.com/kbx/solvedcases?id_number=11522146

Now even after applying ASE 1503 ESD#3, we still get error
249.

Could someone shed light on the traceflag 15352 and
side-effects of it, if any ?

Thanks in advance.

This was indeed fixed for 15.0.3 esd#3.
So if you still get this error, it looks like there's something strange
going on. You should really open a case with techsupport and have it
linked to CR 576647. They'll have to look into what happens; can't tell
from here.
