Sybase connections not closed even after the application
server is restarted. Should these not have been disconnected
on app server restart?

Only if the app server has some logic in it that can recognize
and kill it's own orphaned connections.

ASE will cleanup those connections if it tries to send results to
them and gets a failure (i.e. the appserver went down while results
were pending), but if the connection is just "awaiting command" ASE
has no way of knowing the client has gone away. The connections
will also be cleaned up by the network after some time, configurable
via the TCP KEEPALIVE/KEEPIDLE setting (default is usually 2 hours,
settings below 5 minutes not generally recommended).
