With our Clipper 52e app running on a Win2008 64 server accessed from a
WinXP3 workstation, it seens we must set Non-Exclusive Proprietray Locking
on in order to connect via ADSDOSIP. This precludes letting non-ADS enabled
apps, such as R&R ReportWorks, have acces to the data files.

Is it not possible to run without proprietary locking as before?

I am assuming you mean you must turn OFF non-exclusive proprietary locking,
but...
With that setting turned off it is how things worked before (i.e. 8.10.0.26
and earlier including 7.1 and 6.2). This only allows read access but still
denies write access to the files for other applications. When this option
is ON it denies everything (both read and write). If you want this option
ON then you need to turn off Rights Checking in your application.
