Tran log backup size is very large during reindex operation.
Larger than the allocated size for tran log file. Is this
normal occurrence?

This could well be normal. If,f or example, you're recreating the
clustered index on a table, the amount of transaction log size used will
be a bit bigger than than the table itself. If the table also has a
bunch of nonclustered idnexes, these will also all be rebuilt as a
result, adding to the amount of log records generated. Your existing
transaction log could easily be too small when this sort of things is done.
