There are a few:

1) Complete integration. There is no need to run Sybase Central and ISQL.
2) It's quicker to find your proc or function and start debugging.
3) Go To Definition for sub procedures and functions. With two clicks
you can open the source to any procedure or function that your main
procedure is calling and set breakpoints. You can also view the syntax
for many procs and functions at one time.
4) Hover over variable in script view to see value. Very simple yet a
necessary feature. Put your mouse over the name of a variable in the
script and instantly see it's value. Not sure where that variable is
declared? Right click on it an select Go To Definition.
5) Ability to query temp tables. I couldn't find this in Sybase Central.
It may be there but it's not readily available to me.
6) One user reported that QB was faster than Sybase Central.

There are still a couple more features that need to be added like being
able to watch variables and change variable values while debugging.
Those will be coming in the next drop.

SC's debugger has variable watching. To me, watching a var is more
important than getting the value by with a mouse hover. A mouse hover
is sometimes convenient, but it takes way too much mouse movement to
check all your vars. Go to definition is useful, but not a show-
stopper, IMO.

In addition to ones covered above:
The ability to set breakpoints based on any one of several criteria:
A specific line of code is reached (any debugger has this).
A logical condition of variables is met (such as "a=4", or "a=4 and
b=5").
A variable changes value.
A specific number of iterations through a loop has coompleted. This
can sometimes be met with breakpoints based on variables, but not
always.

The ability to change variable values during debugging (you already
mentioned this)

Ideally, the ability to change the source code and continue executing
with the new code without having to restart anything, but the only IDE
I've seen with this capability is VB6 and earlier. This is incredibly
handy during the very early stages of coding, because it lets you fix
typos and simple oversights (forgetting to assign initial values, etc).
It's less useful as your code matures.

Make sure there are keyboard shortcuts for all the commonly used buttons
(goto definition, single step, step into, step over, etc).
