Permissions to Create Maintanance Plan

I noticed you can grant Backup and Validate permissions to a user,
however, this alone will not allow a non-dbo user to create a
maintenance plan within Sybase Central. Is it possible to allow a
non-dbo user to create a maintenance plan within Sybase Central? If so,
what permissions are necessary?
