It was originally implemented only for non-APL tables. In 15.0, it was
made possible to also run it on APL tables, following requests by
customers.

Thanks Rob.

Means there was no architectural challenges to introduce
reorg rebuild in previous versions and it added in version
15.0 due to customer requirement. Please correct me if I am
missing any thing.

Making reorg rebuild work for APL certainly did require some work, but
whether or not that was a challenge shouldn't matter. Fact is that all
the reorg commands were originally only for non-APL tables but no reorg
rebuild is fully supported for APL tables. (the other reorg commands are
still for non-APL only).
