This is not an error, but an informational message. You can ignore it.
The message may go away if you increase the config parameter 'number of
open databases'.

To explain just a little further: the message is output everytime
an "open database" memory structure is initialized. So you will
normally see this message during recovery when the server is first
booted. If you are underconfigured for "open database" structures,
ASE has to "scavange" one of these structures from another database
that has one assigned but no current users (if all the databases with
a structure are in use, you get a hard error), and the message is
output as the structure is initialized for the new database.

Scavanging of structures such as open databases, open objects,
and open indexes is a fairly expensive operation and should be
avoided. Run sp_monitorconfig "all" occasionally to check for
non-zero values in the "reuse" column for these structures.
