My sybase server install on win2003 server.There are two
cpu,4G moemory.
Now,it's cpu 100% always.

You need to find out what is being executed in the server when cpus are so
busy. Check in master..sysprocesses for spids consuming high physical_io ,
take showplan and sqltext
for those spids and check for any table scan etc
