We have a shared ASE15 server, and need to prevent all locks
(currently 3m) from being used up.
I'm also not keen to keep increasing the "number of lock".

Is there a way to limit the number of locks acquired by a
user?
sp_add_resource_limit only limits tempdb_space, row_count,
elapsed_time, io_cost.

Any advice would be appreciated.

Unfortunately, there is no resource limit to limit the number of locks
used, nor is there another way to achieve this (other than frequently
checking syslocks and killing processes that have more locks than you
want -- but that's unlikely to be a real solution).

May you try effect of APL or set row-lock promot or pg-lock
promot?
