Is it possible to use a trigger to detect the update of a table by another
user?

If not, any other suggestions would be good.

The desired result is simply to be informed when a table is updated

Look at Even Notifications. You can use these in combination with
triggers to notify a user when a table is updated and even send the
record number to know which exact record was updated.
