Our app still supports ASE 12.5, but I can't find anyway to
download it, so that I can test against it.

The ASE 12.5 dev edition for Windows would be great.

Is the download still available?

You *might* be able to get it from eshop.sybase.com - though I doubt it.

Your best bet would be to contact Sybase directly.

Also, if you have a support contract (or a client with a support contract),
it is possible to download 12.5 from sybase's download center,
http://sybase.subscribenet.com, it goes back until version 12 released in
1999.
(It's under ASE Enterprise Editions -> Previous Versions)

ASE 12.5 is long end-of-life (2009) and is not available for purchase.
Supported customers may have access to older releases as discussed, but
you should investigate upgrading your app.
