Can ULSync syncronize a ULj database? And are all ULj
databases the same for all platforms (I ask because I'm
interested in Android only at this time)?

Not all ULj databases are the same format. ULj for Android uses the UL C++
runtime via JNI. As a result, you can use the ulsync command line utility to
sync a database created on Android and it can be used with UltraLite
applications. It cannot be used however with J2SE or BlackBerry ULj.

I also found a bit more info in the documentation: "On
Android smartphones, UltraLiteJ provides an interface to the
same UltraLite database management system that is provided
for Windows Mobile, iPhone, and Windows.... Android
smartphones only support UltraLite databases. They can be
created using Sybase Central or UltraLite command line
