I need to backup data from a Watcom SQL database. Any procedure,
documentation, help would be greatly appreciated.

The simplest strategy was (and still is IMO) to shutdown the database
engine (server or standalone) and copy the .db and .log files to
someplace safe.

Much of the discussion in the Adaptive Server Anywhere documentation on
backup applies equally to Watcom SQL (even the utility names have
remained the same :)
