The lack of program groups is a known bug.

When you install Sybase on W2K all the shortcuts are put in the
C:\winnt\profiles\all users directory. Need to move or copy to c:\documents
and settings\all users for them to show up in the program groups.

cheers,
Thuc

Did you said no when asked if you want to configure the server at the last
step of installation ?
I am not sure why the program groups are don't show up. I had similar
problems and I tried to re-boot it couple of times but it did not help. So I
untinstalled and re-installed it and clicked on yes when asked to configure
the server during installation and that created the program groups.
But you can always run the syconfig-utility from
%SYBASE%\ASE-12_0\bin\syconfig.exe
