I am trying to find out if System 11 has a memory limit under NT. The
maximum memory that I have been able to assign to System 11 is 500 MB. If I
assign more than that, using either sp_configure or by changing the cfg
file, the server will not start. Platforms are IBM and Intergraph servers,
NT 4 with SP3, System 11 ver 11.01. Both machines have 1 GB RAM, and are
only being used as db servers.

We are running under NT and have 1 gig installed. With 850 meg assigned to
SQL the rest to NT. I think you may have forgot that the memory parameter
value is in 2k blocks not in megs. If you allocate a ram value that is
greater then what SQL server can find, it will not boot and will leave an
error message inside of the error log.
