Provide the server start date/time via a global variable. The best
definition of this probably is the value corresponding to "Recovery
complete." but I don't think that we have to split hairs as to the exact
value.

Although sysengines.starttime for engine 0 is good enough the above would be
more convenient. In particular, it's nice to now this value when querying
the new mda tables.

I see that it is not in 12.5.0 and is in 12.5.0.3. Also, it does not seem
to be in the ASE 12.5.0.1 or 12.5.0.3 documentation.

@@boottime was introduced in 12.5.0.1 as a way to fix a problem (cr
203779)
with sp_monitor rather than as a pure feature enhancement, it will,
however,
be documented starting in the 12.5.1 / 12.5.6 manuals. (doc cr 254889)
