Will Pocketbuilder support the Handhelp PC version of Windows CE? Or is
PocketPC platform only. I don't know a lot about the differences between
the two.

This version of PocketBuilder supports only PocketPC.
There are quite a few differences between the OS's

It is also worthwhile to note that there are very few (if any) companies
that still sell Handheld PC devices. Most of the Windows CE handhelds are
Pocket PC devices, with a few smartphones coming out...
