Yes SQL Server 10 and 11 do support dynamic SQL through use of
Openclient Ct-Lib.

Dynamic SQL results in a temporary stored procedure being created
at the SQL server that then can be invoked many times with different
parameters within the session. This has performance advantages
when the query will be executed hundreds of times.

However please note that static SQL will be more performant
for single or just a few queries because it does not occur
the additional overhead of creating a temporary stored procedure.

There is nothing equivalent in System 11 to Oracle's DBMS_SQL, but I have
read that Adaptive Server 11.5 is supposed to have something that allows
some dynamic SQL. Check Sybase's web site.
