I have used both ASA and ASE in the past. However at what is the cross over
point from one to the other. i am about to star a web development project
with the expectation that there will never be more that 50 users.

If someone could provide me with some criteria I can use to deceide which
system to use I would be most grateful.

There isn't any definite boundary. 50 concurrent users is certainly within
the capabilities of ASA. We have reference customers with hundreds of
concurrent users on ASA.
