Here is something I haven't run across before.

I am working in an 8.04 application. There is a complicated method
for saving out some information to a file on the users local system.

Essentially its moved between a couple of datawindows and the
datawindow that it winds up in is sourced to a local file called
PP_DOWNL

The catch is that I need to add more fields to this datawindow, but I
can not establish a connection in order to get the fields saved in the
datawindow.

Right now I have an ODBC Connection set up to dBase Files, which is
what the application uses to export the information.

I can't seem to figure out how to tell the PB connection to look at
the file on my system.

So that I have a 'environment' that I can add columns to the table.

If you setup an ODBC data source definition and can "connect" in the ODBC
definition dialog then in PB setup a connection definition using that ODBC
DSN then it should be transparent to PB. Can you connect from the ODBC
definition dialog?
