If "User1" created a table "Customer", the ownership of the table is User1.
How can I change the ownership Public so everyone else can read the data
from the table using "select * from customer" - without specifying "select *
from user1.customer"?

The dbo needs to create the table.

You could either select the contents of customer into a new table, drop
customer,
and sp_rename the new table to customer

Or bcp out customer, drop customer, recreate custoemr as dbo, bcp in.

Create the table as a dbo user.
