Download center and I also got release notes from Sybase the same day.
You might have a different kind of license than we do.

Look under the "ASE Enterprise Edition" or "ASE Developer Edition" or
"ASE Small Business Edition "on https://sybase.subscribenet.com.

It is not listed under the "Adaptive Server Enterprise" link.
