Sometimes decimal truncation is needed instead of rounding. (See a 1/24
posting at comp.databases.sybase for example. It would also simplify some
of our statistical computations as well.) So have:

ceiling (123.456, 2) return 123.450 whereas round (123.456, 2) returns
123.460.

In other words the arguments for ceiling would be identical as for the round
function: (number, decimal_places).

I've filed feature request CR 271083 for such an enhancement to
ceiling() and floor().
