Cabwiz is not something specific to Sybase... you see it at many other
places. The most detailed and updated place to obtain information on how to
use it could be found in MSDN and Microsoft support sites.

There are some good tutorials on the Internet that pop up right away when
you type the term cabwiz in search engine Web sites. For instance when I
search information on cabwiz at Google I see a whole bunch of tutorials
right away:

That should be more than enough for your needs. Should you need further
assistance, I'm sure that the technical support staff at Microsoft would be
able to help you.
