The UPPER function does not affect some characters (e.g. Greek). Do I need
to create a custom collation, and if so, how? Quite simply, I want to search
a column in a case-insensitive way.
I would appreciate any help, as I've been searching everywhere and found
nothing.

UPPPER and LOWER do not translate the case of multibyte characters. They
do handle non-ascii, singlebyte characters.

Could you tell us which characters seem to be a problem?
What collation sequence are you using?
What is the equivalent upper case form of the characters in question?

I don't see anything in the documentation on the UPPER function to
indicate that it only applies to ASCII characters.
