If you unload and reload an older database (version 6, 7, 8.0.1), the
OPTIMIZATION_GOAL setting from the old database may be carried forward
to the new one by an explicit SET command in the reload.sql file. The
default value used to be 'first-row' which is very very very very very
bad for many applications using ASA 8 and 9.

The default for new databases is now 'all-rows' but the unload/reload
process may set it back without your knowledge. If you want the value
to be 'all-rows' (and you probably do) then make sure you check it
after doing the unload/reload.

Here's the command to set OPTIMIZATION_GOAL permanently:

SET EXISTING OPTION PUBLIC.OPTIMIZATION_GOAL = 'all-rows';
